THP Update: Texas Can't Endorse or Be Part of the New Racing Health and Safety Act

(Austin, Texas - Wednesday, September 27, 2023) -A piece of legislation, called the Racehorse Health and Safety Act (RHSA), was introduced by Congressman Clay Higgins (LA-03) which is intended to repeal and replace the Horseracing Integrity and Safety Act. Texas can't endorse or be part of the proposed plan for the same reason that Texas could not become a member state of HISA. 

"The Texas Racing Act specifically provides (among other applicable provisions): "The commission shall regulate and supervise each race meeting in this state that involves wagering on the result of horse racing or greyhound racing. Each person and thing relating to the operation of a race meeting is subject to regulation and supervision by the commission." TEX. OCC. CODE ยง 2023.002." 

Hence, Texas law will continue to control horse racing and pari-mutuel wagering in Texas.
